You may notice that he has a changing username. This is most likely a form of encryption used so ROBLOX can get off his ass (lol). Although thats just a theory. A ROBLOX THEORY.

Users that claim to have interacted with him all tell a similar story of him absolutely wrecking their computers. Some even said that their cpu was completely burnt after a few days of Him messing with them and scaring them half to death. His intentions are currently unknown, but it's safe to assume he's just some fucked up troll. Spam emails are extremely common after being approached by whoever/WHATever this is.
You can also see in this photo that along with the phrase "He comes", he's commonly associated with and/or represented by Hamtaro-kun, so if you see him on your computer, you're probably fucked.
